1. As provided for in reference (a), I hereby report being relieved pursuant to orders detaching me contained in reference (b) of command of the VANCE (WDE-487). In view of the fact that no relief has reported on board, the next senior officer, Lieutenant Norman L. Scherer, is the relieving officer.
2. Drills and muster were not held due to the condition of the ship which is presently undergoing major overhaul at the Philadelphia Naval Shipyard.
3. An inventory of registered publications was taken and all accountable publications were found to be aboard.
4. The itemized accounts of the Exchange has been examined and its condition found satisfactory.
5. Both myself and the relieving officer has satisfied themselves that public property received by this vessel is accounted for.
6. The following safeguarded matter has been turned over to the relieving officer in accordance with reference (c): There are no Government TRs or MTs on board; 18 Honorable Discharge buttons.
