Biography of CDR. H.C. Penny
Commander H.C. Penny was born in Ashtabula, Ohio, in 1922, and spent his boyhood years in Ohio and California. He commenced his service life as an enlisted man in the U.S. Army and was later appointed to the U.S. Naval Academy, Annapolis,by Senator Taft.
Commissioned an Ensign in 1945 after graduation, he was ordered to USS ALASKA (CB-1) where he saw combat duty in the Pacific prior to the end of World War II. Later duty stations included the USS TUSCON (CL-98), USS LSMR-403 (during the Korean Conflict), US Naval Academy, USS MASSEY (DD-788), Staff Commander Cruiser Division Five, White Sands Missile Range, and USS JENKINS (DDE-447). He has been the Commanding Officer of USS VANCE (DER-387) since 16 April, 1960.
Cdr. Perry holds a Bachelor of Science degree from the Naval Academy, a bachelor of Science degree in Aeronautical Engineering from the Naval PostGraduate School, Monterey, California, and an Aeronautical Engineer Degree in Jet Propulsion from the California Institute of Technology, Pasadena, California.

Biography of LCDR. H.J. Beyer
LCDR H.J. Beyer was born in Portland, Oregon, in 1924. he spent his boyhood years in and around the city of Portland, and it was there that he embarked upon his naval career by enlisting in 1942. He had risen to the rate of Storekeeper second class by 1944 when he began training to become a commissioned officer. LCDR Beyer was enrolled for study at V-12 school in Berea, Kentucky, and completed officer training at Duke University through their Naval Reserve Officers Training Corps where he was commissioned Ensign in 1946.
Because of his belief that the only place for a naval commander to develop himself is at sea, LCDR Beyer has always attempted to secure the maximum number of assignments to sea duty. This belief can be clearly seen in his past duty stations. His first ship as a commissioned officer was the USS POWER (DD-839). Following the POWER came the USS PC-1170, USS HARWOOD (DDE-861) and the USS BRANNON (DE-446). At this point he went ashore briefly to General Line School, Monterey, California, and for duty on Columbia River Group Staff, Pacific Reserve Fleet, Astoria, Oregon. Upon release from the staff he was given his first command, USS LSM-448, which was follwed by Staff duty COMSERVRON 4, Executive Office USS MANSFIELD (DD-728), Nuclear Weapons Training Center Pacific Fleet and Commanding Office USS DANIEL A. JOY (DE585). LCDR Beyer assumed command of USS VANCE (DER-387) on 18 December, 1961, in Dunedin, New Zealand.
LCDR Beyer, his wife and three children make their home in Chula Vista, California.
